Eligibility
1. Age
-Applicant must be 65 years of age or older by December 31 of the current year; or
-Applicant must be 16 years of age or older and totally disabled before January 1 of this year.
2. Residency
-Must live in Illinois at the time application is filed
3. Income Limit Eligibility for License Plate Discount and/or Ride Free Transit Card:
-Total income last year must be less than
-$27,610 for a 1 person household (applicant only); or
-$36,635 for a 2 person household (applicant and spouse, or applicant and one Qualified Additional Resident);
or
-$45,657 for a 3 person household (applicant, applicant's spouse and one Qualified Additional Resident, or applicant and two Qualified Additional Residents).
*Applicant must include his or her spouse's income if married and living together on December 31 of last year. If spouse died last year, applicant would file as single and claim only his or her own income. Do NOT include the income of a Qualified Additional Resident.
4. Expiration
Eligibility is good for two years under the Benefit Access Program. The two-year period starts at the time the application is approved. The individual may file again beginning 90 days before his or her eligibility expires.
