Tenth Judicial Circuit Pro Bono Committee of the Public Interest Law Initiative's (PILI) Self-Represented Litigant Help Desk The Help Desk is staffed virtually by pro bono attorneys who provide brief advice referrals, and limited scope representation to eligible self-represented litigants for approximately 30 minutes per litigant at designated areas in the Peoria and Tazewell County Courthouses. To be eligible for assistance, the self-represented litigant must meet the following criteria: -The litigant must be proceeding in the matter for which they are seeking assistance on a self­-represented basis and not be receiving the assistance of an attorney in the matter; -The litigant’s household must be within 200% of federal poverty guidelines; and -The litigant must not have received assistance through the Help Desk previously on this matter.

The Department's Senior HelpLine provides information on a wide range of programs and services, and links individuals aged 60 and older and their caregivers to local resources and support services in their communities. Professional staff briefly assess needs, send literature, and write referrals for care coordination services, the Long-Term Care Ombudsman program, legal services, transportation, employment, and nutrition services. The line can also provide guidance on Medicare via its Senior Health Insurance Program (SHIP).

Peoria Jobs Partnership is a Christian mentoring program for people who might be experiencing problems getting gainful employment. For the general public, there is the Community Program. The curriculum includes 12 classes, taught by different community professionals over a 12-week period. Students are required to complete homework for each class, and are awarded a certificate of completion at the end of the program. The Community Program allows students access to great instructor/ practitioners, and allows them contacts with community leaders that can act as advocates for them when they seek employment. Additional programs, such as Solar Training and the Fresh Start Workshop, are offered for individuals with a felony in their background and those re-entering society from incarceration. Since 1983, Freedom House has provided a safe and free haven for victims of domestic and sexual violence and their children. It serves the residents of Bureau, Henry, Marshall, Putnam, and Stark Counties in Illinois and is supported by public, corporate, and private funds. In addition to shelter services, Freedom House provides domestic and sexual violence prevention programs, prevention programs for grade school and high school students, medical and legal advocacy, and volunteer support.

The Salvation Army is an international movement and an evangelical part of the universal Christian Church. It offers numerous assistance programs for those in need. ------------------ 2026 Warming & Cooling Center Information: Open as a warming or cooling center during extreme temperatures. The Salvation Army's building is at 243 Derby St. in Pekin, and The Pekin Outreach Initiative is housed on the East Side of this building. The Pekin Outreach Initiative portion is open from 11am-4pm, Monday through Sunday, for people to drop in and warm up/cool off. The Salvation Army shelter in the gym at the same location is open overnight 5pm-10:30am, Monday through Sunday, for warming or cooling. Usually limited to 10-15 people at most for this purpose.
