Adult Children of Alcoholics (ACA) is a Twelve Step, Twelve Tradition program of men and women who grew up in alcoholic or otherwise dysfunctional homes. Membership also includes adults from homes where alcohol or drugs were not present; however, abuse, neglect or unhealthy behavior was. Members meet to share their experience and recovery in an atmosphere of mutual respect, discovering the impacts of alcoholism and other family dysfunction. A program for children in state custody who are unable to remain safely in their home. Children in foster care stay with a family who provides safety, nurturing, support and role models for change. Foster care is meant to be a temporary, short term solution to an emergency situation. Foster placement may be for a single day or several weeks and some continue for years. Mobile Crisis Response (MCR) is a 24/7 community-based program that provides an emergency assessment to children experiencing a psychiatric crisis. Youth who have no insurance coverage or who have Medicaid are assessed during a crisis to determine if community services can be utilized to avoid hospitalization. Children’s Home provides this life-saving service to Peoria, Tazewell and Woodford counties. If psychiatric hospitalization is deemed necessary, MCR facilitates a connection to the appropriate in-patient unit. All children screened and served in the program are referred through the CARES line at 1-800-345-9049 and routed to a 24-hour on-call system.

The East Village Growth Cell Tax Increment Financing District (TIF) Housing Program helps property owners in the East Bluff neighborhood to make improvements to the outside of their homes. The Fulton County Health Department administers the Low Income Home Energy Assistance Program (LIHEAP) for the county. LIHEAP provides energy assistance for eligible low income families in which a benefit is paid directly to the utility companies on behalf of eligible households, or directly to renters if the utility costs are included in their rent. The benefit amount will be credited to the households primary winter heating source (gas vs. electric). The program can also occasionally assist with emergency furnace repair/replacement. ================================= 2025-26 LIHEAP LIHEAP runs October 1, 2025 to August 15, 2026, or until funding is exhausted.
