Animals must receive: -Adequate food -Continuous water -Shelter and protection from the weather -Medical care to prevent suffering Other signs an animal may be suffering include matted hair, overgrown nails, constant confinement in a crate, locked in a car on a hot day, or injuries that are not treated. What is cruelty? PCAPS characterizes cruelty as intentional behavior meant to harm or kill an animal including participating in dog fights; hitting, beating, kicking, or abusing an animal; or any act that causes harm to a domestic animal.
