Early Learning For All (ELFA) is a part of Peoria Regional Office of Education and encompasses programming and services for ages prenatal through five. ELFA's two main programs, Preschool For All and Home Visiting, are both funded through the Illinois State Board of Education's Early Childhood Block Grant. ELFA supports families from all over the county and has no district residency requirements. Preschool for All has locations at St. Paul Baptist Church in Peoria, and at Hollis Grade School and Oak Grove School in Bartonville. These locations are all full day (8:15-3:15) Home Visiting focuses on partnering, facilitating, and reflecting with families while working to develop children's motor, language, intellectual, and social-emotional skills.

The Valeska Hinton Early Childhood Education Center is a school for children ages 3 to 7 years old and their families. The early childhood program provides care and education in a developmentally appropriate, NAEYC Accredited environment. Guided by the philosophy that all children can learn, Valeska operates year round serving approximately 400 at-risk children from all areas of Peoria Public Schools. Children will gain accelerated development of social, emotional, language, and cognitive ability in a secure and stable environment. Children enter the center and join one of our four villages. Valeska's villages serve as a hub for many family and community activities.
