The Rock Island County Health Department acts as the site for the Illinois Breast and Cervical Cancer Program for Stark, Putnam, Bureau, Henry, Mercer, Rock Island, and Whiteside counties. The Illinois Breast and Cervical Cancer Program offers free mammograms, breast exams, pelvic exams and Pap tests to eligible women. Even if a woman has already been diagnosed with cancer, she may receive free treatment through the program if she qualifies.

The Pekin Outreach Initiative's Outreach Center offers a place for individuals and families experiencing homelessness in Pekin to access showers, laundry services, personal care items, and meals. All programs and services are income-based.
