The Veterans Assistance program is an emergency and interim financial assistance program and should not be considered to be an ongoing financial supportive program. All assistance provided by the VACPC is predicated on an established standard of need as set forth by IDHS. It is not the intent of either the Commission or the County to provide assistance either less than or in excess of the levels of assistance adopted by IDHS.
The following assistance is given upon qualification:
*Food Orders and Personal Items: Depending on size of family.
*Utilities and Fuel: Utility payments will be made, providing the applicant qualifies in other respects. No deposits or past due bills will be paid to the utility company.
*Rent Payments: This Veterans Assistance office does not pay security deposits, back rents or home finding fees. Rents shall not be paid to relatives unless it is a separate rental dwelling.
*Transportation: The VA will provide Transportation for the veteran to the local Veterans Medical Center by the least expensive means when necessary.

Intact Family Services is a voluntary program designed to keep each family intact when the threat of separation is real. This program works with at-risk families who have been referred for continuing assistance and monitoring following a child abuse and neglect investigation with the Department of Children and Family Services (DCFS). The goals of this program are to enable children to remain safely in their home, make reasonable efforts to keep families together, address and resolve the issues that place the children at risk, and to avoid having children separated from their family.
Children's Home Association of Illinois caseworkers will help the family develop a short-term, agreed upon plan to make the changes that will help keep children safe. They will act as a support system and resource without judgement, working to ensure all children in the home are safe and supported.

What is neglect?
Law requires pet owners provide the basic necessities to prevent suffering for their animal companions. Animals must receive:
-Adequate food
-Continuous water
-Shelter and protection from the weather
-Medical care to prevent suffering
Other signs an animal may be suffering include matted hair, overgrown nails, constant confinement in a crate, locked in a car on a hot day, or injuries that are not treated.
What is cruelty?
PCAPS characterizes cruelty as intentional behavior meant to harm or kill an animal including participating in dog fights; hitting, beating, kicking, or abusing an animal; or any act that causes harm to a domestic animal.
