The Illinois Guardianship and Advocacy Commission fulfills four core roles: 1. Office of State Guardian (OSG) Substituted Decision-Maker: *Provides guardianship for individuals with a disability who would not have a guardian otherwise (court finds no family or other individuals willing or able to help) *Provides Information & Referral assistance related to guardianship inquiries through its toll-free intake line *Offers training on guardianship and guardianship alternatives 2. Legal Advocacy Service (LAS)--Legal Assistance for Persons with Disabilities: *Acts as legal advocate for those with mental health conditions to protect their mental health rights *Handles appeals of civil mental health court cases *Educates the public on mental health rights *Assists with advanced directives (Living Will, Mental Health Treatment Preference Declaration, Power of Attorney for Health Care, and Practitioner Orders for Life-Sustaining Treatment (POLST) 3. Human Rights Authority (HRA)--Citizens Helping Citizens: Assists those whose human rights have been violated in treatment/assisted-living facilities and other settings *Investigates the complaints of disability rights violations that involve- -A person with a disability (any age, any type of disability) -Disability rights protected by law, regulations, or policies -A disability service provider Anyone can file a complaint by contacting the Commission or filing an online complaint 4. Special Education Initiative: A Collaboration of LAS and HRA: *Created to help families navigate special education through training, advocacy, and legal support

Positive Health Solutions provides a wide variety of services for individuals living with HIV/AIDS and the LGBTQ+ population, as well as certain outreach/prevention programs for the general public*. Services include- -Supporting program-related needs of eligible individuals that meet the Ryan White Program guidelines -Transgender and nonbinary health services, including hormone therapy and gender-affirming surgery navigation. -Medical health services (maintain health through routine appointments and immunizations) -Mental health services (support and counseling for individuals, couples, and families) -Wellness education (certified dietitian on staff provides counseling and education about diet, food, and nutrition) -Case management (comprehensive assessment and care plan for services and referrals) -Peer education (supportive staff providing suggestions to all clients about ways to deal with many health issues and improve quality of life) -Outreach* (prevention counseling, testing, education programs, and events addressing the specific needs of the diverse community) -Advocacy (working with the local community and the Advisory Council to speak, act, and vote on behalf of the community)

Ameren Illinois residential customers who meet the requirements of an income-eligible customer will have deposits for new service and late payment charges waived. -------------------------------- For existing deposits: If you meet the eligibility requirements and have an existing deposit, your deposit will be canceled and then either applied to the balance or refunded. The deposit will first be applied to any outstanding balance on your account. If there are any remaining funds, they will automatically be returned to you by check. If your account is current, the deposit will automatically be returned to you by check.

Dream Center Peoria offers a 24/7 emergency shelter that includes snacks, showers, a bed to sleep in, breakfast, lunch, dinner, job readiness assistance, case management services, and storage (not for furniture). Phones can be utilized for job interviews. Day services also include showers and cooling/warming center availability for their eligible population (single women; mothers with children; single fathers with children; couples with and without children; and other family units) even if they are not staying at the Dream Center.

Prairie State Legal Services offers free legal services for low income persons and those over 60 who have serious civil legal problems and need legal help to solve them. -------------------------- The Victims Legal Advice line may be able to address the following areas for victims of domestic violence and sexual assault: -Questions related to housing safety, the Safe Homes Act, breaking a lease -Questions concerning emergency protective orders -Advice for victims who fled to Illinois with their children from another state. -Questions about visitation rights for abusers. -Questions about victims’ rights within the criminal court process -Questions about special protections for victims abused by fellow students. -Advice concerning legal options for victims of sexual assault or stalking

The Illinois Valley Center for Independent Living (IVCIL) is a nonprofit service and advocacy organization that assists persons with disabilities in opening doors to their independence. IVCIL provides services for persons with disabilities, their families, and the community in Bureau, LaSalle, Marshall, Putnam, and Stark counties.

The Children's Advocacy Center is a safe, comfortable facility where children can discuss the abuse in a compassionate, non-threatening, and child-friendly environment. We work together as a team with law enforcement, child protection agencies, prosecution, advocates, counselors, and medical professionals to evaluate and investigate cases of child abuse while reducing the trauma to children and families.

Victim/Witness Advocates offer advocacy and wraparound services to victims who report their crimes to the Peoria County State's Attorney's Office. People served include: homicide survivors, victims of violent crimes (i.e., domestic violence, robbery, assault, stalking, sexual assault, elder abuse, hit and run, etc.), and victims of property crimes (i.e., burglary, theft, forgery, criminal damage to property, etc.). Victim/Witness Advocates address and coordinate issues ranging from informing victims/witnesses of court dates to finding and recommending various services available for victims. Advocates may accompany victims/witnesses to court and explain the step-by-step process of criminal prosecution.

Provides one-time financial assistance grants (up to $2,500) to eligible active-duty service members, activated Guard or Reserve members, and their families who are experiencing unexpected financial hardship due to deployment, military-related injury, or service-related circumstances. Assistance may help cover basic living expenses such as rent, utilities, or other essential bills. Grants are paid directly to creditors and do not require repayment. Expenses Eligible for consideration of payment (daily necessities): *Housing expenses - mortgage, rent, repairs, and homeowners’ insurance (establishing residence/insurance or paying off expenses for a residence that is no longer being occupied will not be considered) *Vehicle expenses - payments, repairs, insurance (purchasing/paying off loan, major repairs for vehicles over 10 years old, registering, establishing insurance will not be considered) *Utilities (establishing/paying off utilities for a residence no longer being occupied will not be considered) *Childcare *Medical bills (the patient’s portion for necessary or emergency medical care only). ACM Care is a non-profit organization that serves as a Case Coordination Unit for the Community Care Program, contracted by the Illinois Department on Aging, for the City of Peoria, Tazewell County, Woodford County, Marshall County, and Stark County. ACM will initially provide a care coordinator to visit the home and conduct a comprehensive assessment to determine the needs of the person. The coordinator will then work with the person and family members to the link the person with needed services and resources. These can include in-home services, adult day care, home delivered or congregate meals, transportation options, assistive devices, and more.

The Alzheimer's Association is a donor-supported, non-profit health organization, serving the needs of those affected by Alzheimer's and related dementias; advocating for policy change and research funding; and working to advance research toward prevention, treatment and a cure. The Alzheimer's Association offers a national, 24/7 Helpline, as well as local support via its Peoria office.

Trillium Place Pekin, an affiliate of Carle Health, provides outpatient mental health and substance use disorder services for adults and adolescents ages 13-17. DUI evaluations and related services are also available at this location. Walk-in assessments are available Tues, Wed, and Thurs from 8 a.m.-2 p.m. Call Trillium Place Pekin or the Trillium Place Access Center to learn more about available services or schedule an appointment. Proudly affiliated with Carle Health, Trillium Place is a not for profit organization originally formed in April 2019 by joining UnityPoint Health Behavioral Health Services, the Human Service Center, and Tazwood Center for Wellness. With locations in Peoria, East Peoria, Pekin, Lincoln, and Eureka, Trillium Place provides a comprehensive range of mental health and substance use disorder services.

The Salvation Army is an international movement and an evangelical part of the universal Christian Church. It offers numerous assistance programs for those in need. ------------------ 2026 Warming & Cooling Center Information: Open as a warming or cooling center during extreme temperatures. The Salvation Army's building is at 243 Derby St. in Pekin, and The Pekin Outreach Initiative is housed on the East Side of this building. The Pekin Outreach Initiative portion is open from 11am-4pm, Monday through Sunday, for people to drop in and warm up/cool off. The Salvation Army shelter in the gym at the same location is open overnight 5pm-10:30am, Monday through Sunday, for warming or cooling. Usually limited to 10-15 people at most for this purpose.
